Procurement Manager

About the Role 

Visit Victoria has adopted decentralisation of responsibility for procurement to business unit. This role is responsible for supporting the business to meet its procurement objectives, further improve the procurement process and ensuring a high level of understanding and compliance with the procurement policy across both Visit Victoria (VV) and its related entity, the Melbourne Convention Bureau (MCB).

Key Accountability 

  • To oversee and maintain robust procurement policies and procedures including implementing improvements to current systems and processes and/or new systems and processes.
  • To provide professional advice and champion the benefits to all staff on procurement strategy, thinking, practices and behaviours and to ensure all staff recognise the importance of efficient and effective procurement
  • To develop a procurement strategy across the business.
  • To establish panels for suppliers of high volume/high value services.
  • To educate the business in sound procurement practices and persuade those responsible for business unit spend to adopt best practice, taking into account the complexity of procurement and the time-pressured working environment
  • To establish governance programs (including auditing of compliance) to ensure that procurement activities are consistent with the requirements of the procurement policy.
  • To work collaboratively and cohesively with legal and finance teams to implement the procurement policy and strategy, identifying probity and legal risks where appropriate and seeking legal and probity advice as required.
  • To build organisational procurement capability by  providing ongoing training and education to all staff on the procurement policy, strategy and processes
  • To establish protocols to assist procurement champions with the management of tender and procurement processes throughout the entire procurement life cycle.(e.g. advising and assisting at all points of the purchasing process i.e. completion of Requests for Quotation / Tender, Expressions of Interest, Requests for Proposal/ Information, completion of Non Disclosure Agreements, Conflict of Interest forms, briefing and project initiation documentation, evaluation criteria and scoring, probity plans and exemptions from purchasing policy requirements etc.)
  • To develop procedures to assist procurement champions with the publication and management of tenders and quotations through the website for Visit Victoria
  • To work collaboratively with international offices and Operations Manager, and other nominated procurement champions to ensure consistent procurement policy implementation across all business units and teams

About You

  • Strong and proven work history in Procurement and Purchasing teams, either holding a senior role in a large team/large company or managerial role in a smaller team/smaller company
  • Experience in international sourcing and international vendor selection
  • Systems experience; history of identifying and implementing systems and processes to improve procurement and purchasing functions
  • Strategic thinking; ability to forward plan and achieve outcomes that positively impact the entire business
  • Excellent communication skills, written and oral; ability to communicate and influence at all levels. High level of interpersonal skills, ability to present, influence outcomes and gain cooperation
  • Proven history of problem solving; overcoming problems and issues with resolution with short and long term equations
  • Proven experience instructing and working with legal counsel / probity advisors and experience in contract negotiation and procurement.
  • Ability to work autonomously without frequent supervision. You will be able to work to deliver strategic outcomes, on time and on budget and have the ability to identify and propose business solutions.
  • Tertiary qualification in logistics/business/procurement and at least 6 years relevant experience in a similar function
